Circumcision

This is a summary of the NHS Devon commissioning policy for Circumcision.

Referral

Referral Criteria

Circumcision will be commissioned for the following therapeutic reasons:

  • Phimosis (inability to retract the foreskin due to a narrow prepucial ring) and paraphimosis (inability to pull forward a retracted fore skin).
  • Balanitis xerotica obliterans (chronic inflammation leading to a rigid fibrous foreskin).
  • Balanoposthitis (recurrent bacterial infection of the prepuce).

Circumcision may benefit some patients who are dependent on total care through facilitating patient care and hygiene as part of a total care package. Requests for circumcision under these circumstances may be considered on an individual basis by the Exceptional Treatment Panels.

Circumcision is considered to be appropriate for a small number of therapeutic reasons. The procedure will not be commissioned on social or religious grounds.

Where the circumstances of treatment for an individual patient do not meet the criteria described above exceptional funding can be sought. Individual cases will be reviewed by the appropriate panel of NHS Devon upon receipt of a completed application from the patient's GP, consultant or clinician.

Applications cannot be considered from patients personally.
